- Area & Neighborhood Data:
The subject property is located on the southeast
corner of East Jefferson Street and South Salina
Street in the City of Syracuse, County of Onondaga,
State of New York. It is located in the central
sector of the City of Syracuse Central Business
District. As a result, it is significantly influenced
by the City of Syracuse and Onondaga County.
The neighborhood is bounded on the west by the
South West Street arterial, on the north by
Interstate 690, on the east by Townsend Street
and on the south by East Adams Street.
South Salina Street is the main north/south
arterial in the area. It is a four lane, two-way
street, which bisects the Central Business District.
The sidewalks on both sides of Salina Street
were widened in 1993.
The main east/west route in the area is East
Fayette Street, located one block north of the
subject. It bisects the business district and
connects the neighborhood with the eastern and
western suburbs. The other important north/south,
one-way routes are Warren Street (northbound)
and South Clinton Street (southbound).
Development within the neighborhood is primarily
first floor retail/commercial, with office use
in the floors above. South Salina Street, in
particular, has historically been the main retail
shopping and restaurant location. Sibley's and
Addis & Dey's buildings are being revitalized
as Blue Cross and Blue Shield and Deluxe Check
have moved into 80% of the former Sibley's facility;
while Niagara Mohawk has moved into approximately
55% of the former Addis & Dey's building.
In addition to the above, other buildings in
the area which have been, or will be revitalized,
are the former Fleischman's Furniture building
at 450 South Salina Street, which is now occupied
by the State of New York Office of General Services;
the former Arby's Restaurant, which is now Georgio's
Furs; and the former Addis building, which was
converted into residential space and a health
spa to primarily service the Hotel Syracuse.
Attracting Blue Cross and Blue Shield and Niagara
Mohawk onto Salina Street is part of a city
plan to improve the downtown area. These improvements
include the installation of new sidewalks, urban-style
lighting, facade renovations, and benches.
The neighborhood is located within the Economic
Development Zone. Businesses within this area
can apply for, and receive, utility rate discounts
and loans, if they expand their employment.
Important development in the area includes:
the Hotels at Syracuse Square, located south
of the subject at the intersection of Salina
and Harrison Streets; the Galleries of Syracuse,
located ½ block south of the subject; the new
convention center, located 2 blocks southeast
of the subject on Harrison Street; the Armory
Square Towers retail/residential development,
located 1 block west of the subject; and the
AT&T building, located 2 blocks northwest
of the subject at the corner of Fayette and
Clinton Streets.

The subject property is a roughly rectangular
shaped parcel on the northeast corner of Jefferson
and South Salina Streets, in the City of Syracuse,
County of Onondaga, State of New York.
It has a west property line fronting on South
Salina Street of 206.53+ feet. The south property
line fronts on Jefferson Street and is 132+
feet. The east property line fronts on Bank
Alley and is 206.51+ feet. The north property
line is 132+ feet. Total site area is 27,261+
square feet or .63+ acres. A site plan is included.
The southwestern corner of the site (2,148+
square feet), is covered by a two-story bank
building and is currently under a land lease.
The remaining site area is covered by a three-story
over basement retail/office building, containing
70,298+ square feet of gross floor area over

Age: Built 1949-50; extensively renovated in
the early 1980's.
Foundation: Concrete block.
Exterior: The Salina Street side has a masonry
facade over brick. The north and south sides
have brick facing and the southeastern corner
has decorative brick and glass siding.
Roof: Flat; built up, tar and gravel.
Flooring: Concrete floors covered by nylon carpet
and floor tile. The carpet is 28 ounce nylon
carpet. Some tenants have higher grade carpets.
Interior Partitions: Mostly painted ½"
gypsum wall board on 5/8" metal studs.
Some offices have oak trim and the retail spaces
have painted sheetrock walls. Private office
walls are soundproof with 3 ½" of fiberglass.
There are 2' x 2' laying glacier ceiling tiles.
Windows: The retail shops have insulated storefront
windows in metal frames. The offices have tinted
insulated plate glass windows.
Plumbing: Copper lines to appropriate fixtures
in restrooms, sprinklers, tenant spaces, and
